## I. Statement of Purpose

Campaign finance reports are public records. They are also published as dense filings that few voters will ever read. This page does one thing: it reproduces the record.

Nothing here is characterization. Every line is a contributor name, a recipient, a date or an amount copied from Assemblyman Nguyen’s own reports to the State of Nevada, or from other public records cited in Section VIII. The totals shown match, to the cent, the totals he certified to the Secretary of State. All three filings are cited below so that any figure on this page may be checked against its source.

## II. The JML Contributions

Nevada law limits what any one contributor may give a candidate: $5,000 for the primary election and $5,000 for the general election, a maximum of $10,000 across both (NRS 294A.100). The same statute provides that a candidate may not accept a contribution over that limit.

$15,000 from one contributor

Assemblyman Nguyen’s own reports show two contributions from JML Holdings LLC of Las Vegas, both received before the contested June 9, 2026 Democratic primary:

| Date | Reported on | Amount |
| --- | --- | --- |
| October 30, 2025 | 2026 Annual C&E Filing, filed January 15, 2026 | $10,000.00 |
| March 12, 2026 | Report No. 1 and Report No. 1 (Amended), filed April 15, 2026 | $5,000.00 |
| Total from JML Holdings LLC | $15,000.00 | |

That total is $5,000 above the $10,000 combined primary and general limit, however the contributions were designated. Read as primary-election money, which is when both were received, it is $10,000 above the $5,000 primary limit. Report No. 2 and Report No. 3, which run through September 30, 2026, show no refund to JML Holdings LLC.

The same Report No. 1 also lists a single contribution of $7,500.00 on January 23, 2026 from “JML Surgecial Center LLC” of Henderson (spelled as filed). That amount is above the $5,000 primary limit unless part of it was designated for the general election, which the report does not show. Whether JML Holdings LLC and JML Surgecial Center LLC share an owner is not shown in the filings.

The $10,000 contribution of October 30, 2025 appears on Mr. Nguyen’s 2026 Annual filing, which covers calendar year 2025, and therefore is not part of the 2026 totals or ledger elsewhere on this page. The limit period for a state legislative office runs from January 1 following the last general election through December 31 following the next one, so it includes that contribution.

**Super PAC funding.** One APIA Nevada, a 501(c)(4) organization he leads, gave $750,000 on October 17, 2024 and $100,000 on October 29, 2024 to ONE APIA PAC (FEC ID C00761072), an independent-expenditure-only committee, according to Federal Election Commission records. It gave the PAC another $14,000 on January 15, 2026.

**AB 442 (2025).** Mr. Nguyen co-sponsored AB 442, which requires notice to nonprofit organizations when state grant payments are late. He was Vice Chair of the Assembly Committee on Government Affairs when it heard the bill on March 28, 2025. A representative of the Asian Community Development Council testified in support at that hearing. The committee minutes record no disclosure by Mr. Nguyen of his position with that organization. The bill applies to nonprofits generally and passed both houses unanimously.

## VII. Common Questions

Plain answers to the questions most often asked about Assemblyman Nguyen’s campaign finances, each drawn from the filings cited below.

Did Duy Nguyen accept more than the legal limit from a single contributor?

His own reports show $15,000 from JML Holdings LLC: $10,000 on October 30, 2025 and $5,000 on March 12, 2026, both before the June 9, 2026 primary. Nevada law limits a contributor to $5,000 for the primary and $5,000 for the general election, $10,000 in total, and provides that a candidate may not accept more (NRS 294A.100). His reports through September 30, 2026 show no refund. See Section II.

How has Duy Nguyen spent his campaign money?

He reported $290,425.42 in itemized spending from January 1 through September 30, 2026, more than the $284,708.57 in itemized contributions he reported over the same period. The largest category was advertising, at $143,550.93. $80,353.50 went to other candidates, the Assembly Democratic Caucus and other committees and groups, including two $25,000 payments to the caucus. See Section IV.

How much has Duy Nguyen raised in the 2026 election cycle?

Assemblyman Duy Nguyen reported $284,708.57 in itemized contributions over $100 across the three Contributions and Expenses reports he filed with the Nevada Secretary of State covering January 1 through September 30, 2026. That figure matches the cumulative total he certified on the face of his own Report No. 3. Nevada does not require itemized reporting of contributions at or below $100, so his true total is higher by an unknown amount.

Who are Duy Nguyen's largest contributors?

The largest single contribution of the cycle is $10,000 from Nguyening Leadership of Las Vegas, reported September 23, 2026. Other contributions of $10,000 came from Forward Nevada PAC. Contributions of $5,000 were reported from AFSCME, PMI US Corp Services, Nevada Resort PAC, MGM Resorts, Southern Nevada Home Builders PAC, Asian American Native Hawaiian Pacific Island Power, Phoong Ga LLC, the Campaign to Elect Rochelle Nguyen, JML Holdings LLC and individual donor Robert Worth of Henderson. The complete ledger on this page lists all 157 contributions and can be sorted by amount.

How much of Duy Nguyen's money comes from outside Nevada?

$79,850 of the $284,708.57 reported, or 28.0 percent, came from contributors with addresses outside Nevada. The out-of-state share has risen over the cycle, from 17.6 percent in the first quarter to 32.8 percent in the second and 33.0 percent in the third.

Has Duy Nguyen accepted contributions from the tobacco industry?

Yes. His filings report $14,500 from tobacco and nicotine interests across the cycle: $10,000 from PMI US Corp Services of Washington, D.C., in two $5,000 contributions reported June 4 and August 11, 2026; $3,000 from Altria Client Services of Richmond, Virginia; $1,000 from Streamline Vape Co LLC of Long Beach, California; and $500 from RAI Services Company of Winston-Salem, North Carolina. His 2026 Annual filing, covering 2025, reports an additional $1,000 from Altria on November 11, 2025. PMI US Corporate Services Inc. is listed as a subsidiary of Philip Morris International Inc. in that company's FY2025 Form 10-K, Exhibit 21, filed with the Securities and Exchange Commission.

Who is Duy Nguyen's opponent in Assembly District 8?

Joseph “Joey” Charafi is the Republican nominee for Nevada State Assembly District 8 in the November 3, 2026 general election. This page is published by the Committee to Elect Joseph Charafi.

Where does the information on this page come from?

Every figure is taken from Duy Nguyen's own Contributions and Expenses reports filed with the Nevada Secretary of State and available to the public through the State's Aurora campaign finance disclosure system. Contributor names, spellings and locations are reproduced exactly as filed. The reports are Report No. 1 (Amended) filed April 15, 2026, Report No. 2 filed July 15, 2026, and Report No. 3 filed October 15, 2026.

## VIII. Sources & Method

Figures are drawn from three Contributions and Expenses reports filed by Duy Nguyen with the Nevada Secretary of State and available to the public through the State’s Aurora campaign finance system: **Report No. 1 (Amended)**, filed April 15, 2026, covering January 1 through March 31, reporting $90,255.00; **Report No. 2**, filed July 15, 2026, covering April 1 through June 30, reporting $93,053.57; and **Report No. 3**, filed October 15, 2026, covering July 1 through September 30, reporting $101,400.00. The sum is $284,708.57, which is the figure shown above and matches the cumulative total certified by the candidate on the face of Report No. 3.

Nevada law requires itemized reporting only of contributions exceeding one hundred dollars. Contributions at or below that threshold appear in neither the filings nor this page. Contributor names, spellings and locations are reproduced as filed, including the filer’s own typographical errors; one contributor reported no location.

Section II also draws on Mr. Nguyen’s **2026 Annual Contributions and Expenses filing**, filed January 15, 2026, covering calendar year 2025. Section VI draws on the 2024 IRS Form 990 filings of the [Asian Community Development Council](https://projects.propublica.org/nonprofits/organizations/472438087) and [One APIA Nevada](https://projects.propublica.org/nonprofits/organizations/830846881), [Federal Election Commission receipts](https://www.fec.gov/data/receipts/?contributor_name=One+APIA+Nevada) for ONE APIA PAC, the [text of AB 442](https://archive.leg.state.nv.us/Session/83rd2025/Bills/AB/AB442.pdf) and the [March 28, 2025 minutes of the Assembly Committee on Government Affairs](https://archive.leg.state.nv.us/Session/83rd2025/Minutes/Assembly/GA/Final/533.pdf) (testimony at page 19).

Report No. 4, covering October 1 through December 31, 2026, is due to the Secretary of State on January 15, 2027. This page will be updated upon its filing.
